Questions about Likes (from 3.4.x) and Reactions

I've converted my forum from 3.4.8 to 4.4.4 a few days ago.  Two questions:

1. Are Like counts supposed to be converted to Reactions? 
2. How do I enable the viewing of who reacted to posts?  Such as,

I haven't been able to find any settings in the ACP that control this.  Right now I'm just seeing the reactions with the counts, but it's not showing the names below the reactions, nor is the above popup available.
