How do I add a link to the image in article?

It seems that I am not able to add an image to the article and then link this image to any other resource.

When I add an image it is displayed in the editor. Then I select the image and click on the link button in the editor bar. In the window popup I see the link to the image source in the field Link. Changing the link to something else and saving does not change anything. The image is not linked and and the link I have added is not saved. 

I have the same behavior on 4.3 and 4.4.1 beta. Different installations and environments. So my question is: is it possible to add an image and link the image to any http address?
