Feature in Moderation Actions

I think it's a good idea to put Feature in moderator actions. Only appears in these actions Unfeature.

For Feature you have to do it by editing the post.

It is easier to feature it in Moderator Actions that in post edition. I want to Feature the topic in Moderation Actions

Feature and Unfeature are two distinct permissions:

The user must have both enabled.
