Remove Lang + Theme from Footer to Settings

Hi, is it possible to move the Themes (the section where you can switch between themes) and move Languages as well, into Account Settings, underneath Signature instead it being under the Footer?

If so, how would I be able to do this?

my error .. thinking of different place for signature

Unlikely can be moved there without a mod of some sort

Guests can set their own theme and language - how would this be handled if the options were moved to account settings?
