Collapse pinned topics

In 3.4.X we had a modification made for us that provided a way to collapse the section of pinned topics, kind of like you can collapse a category on the home page, unless there are new posts in a topic, at which point it would expand far enough to show the topics with unread posts. 

I'm looking for a plugin to do this in 4.3, willing to pay for it.  I have the XML from the 3.4 hook if needed to provide clarification on what it does.

As @newbie LAC has a plugin which separates Pinned topics from other topics, I've discussed the idea of doing a jquery plugin that will extend the functionality of his plugin to include your request.
