Group Promotions Logic

I have a group called Inactive for members who have not visited in some time. I would like to allow them to move to the member group after logging in. I am assuming I would use Member Last Visited setting but neither setting, "Between Dates" or "More than X days" makes scene. Is there no way to move someone to a group this way?

I have a rule set up to move someone from Newbies to Members after 1 posting and that works fine, but I don't see how I can accomplish above.

Has anyone done this?

This could probably be done with automation rules.

Event: After login to site

if: member belongs to "inactive group" AND member is NOT! banned indefinitely

action: promote member to "active group" AND email "welcome back!"
