Posting limits for topics vs posts

Hi,

Does anyone have a way to limit the number of topics that can be created during a 24 hour period?

Max items of content (posts, comments, etc.) is available as a limiting tool for number of content, but is it possible to specifically limit just topic creations?

Also what time interval does the content limiting use? Is it daily based on time stamp or is it 24 hours from the first post in chain?
