If you go a to a forum and click the permission tab from the drop down list, you can set group permissions for Read Topics. That will control reading of messages in topics for that particular forum.

When I view a forum topic, I, as a Moderator can use the moderator drop down and add a message to that topic. That attached message is currently viewable by everyone. I want to limit the groups who can see it.
