You can control it through group permissions.

Many thanks, I've looked there and can't see a setting for messages.

If you go a to a forum and click the permission tab from the drop down list, you can set group permissions for Read Topics. That will control reading of messages in topics for that particular forum.

Apologies, I don't think I've explained myself well. 

When I view a forum topic, I, as a Moderator can use the moderator drop down and add a message to that topic. That attached message is currently viewable by everyone. I want to limit the groups who can see it.

Content messages cannot be limited to specific groups at this time.

Many thanks. I'll add it as a suggestion - being able to limit their view would make them much more versatile
