It may even refer to phpbb version 2. Looking directly at the converter app in IPS4, it does list phpbb3, here's a snippet of some of it: I'd suspect it will be phpbb2 you'd have concerns with as noted above, that would likely want to have a 3x 'conversion' first, similar to how you'd temporarily use 3x to do say an IPB 1.x upgrade. I would say if you're in any doubt to either try a test conversion on a mirror/copy of your site if possible or just get confirmation in a support ticket first.
