Block Manager Problem

I'm trying to drag a new block from the block manager onto a page and its only highlighting the text and not dragging the block. I tried searching and didn't see where someone else has had this problem.

1. Please run the support tools in your ACP
2. If it still happens, take a look at your browser console and submit a ticket with the error you see there.

I got this problem in IP.Pages when not using the IPB wrapper (even if I copied everything from globalTemplate and pasted into a Page), if I set to use the ipb wrapper then was able to drag and drop blocks with no problem (no idea if relevant as not stating what app trying to drag and drop into)

Had to submit a support ticket to get it fixed.
