It seems to me that if a Member comes to the site and finds it unexpectedly down for maintenance, software upgrade etc., there should nevertheless be a Contact link on that page in case the Member needs to get in touch with the site adminsitrator or owner.  For those of us who conduct business strictly through the website and don't rely primarily on email this is important for maintaining contact while the site is down.
