Request for budget: Plugin for Push Notifications in Mobile

I am in the need of a plugin to extend the notifications. The ideia is to make them push notifications in chrome for android.

The plugin should:

1) Prompt mobile users to allow push notifications (as it happens on desktops now)
2) Send push notifications as expected
