Am I seeing correctly that we cannot narrow down a search using a member's name in the 4.0 version? Or am I missing something?

Okay, that searches members. I want to search something a key word a member posted.

Ah, so you want to filter by member name. Yes, you can do that to. It is in Advanced Search. I just tested it on this site.
