4.1.14 - background processes

I just upgraded my testboards to 4.1.14 and I have 2 questions:

Why are posts and topics beeing rebuild this time? (What has changed in this version with the posts and topics that was not in the previous version?)

Why does two identical boards have so different look in ACP when I do manual rebuild?

One has taken longer to process an item, and then reverted to a slower method, you can restart them from the acp to process normally again if needed.
