Menu drag and drop

Running 4.1.12.2

I added a menu item, but it's a top level item, I can't seem to add anything under the Browse tab.  Also I can't drag and drop any of the menu items, even ones that were already there.

How to I rearrange the menu?

oh boy .. looks like we got that bug back ... had this problem way back and was fixed ... seems like back again

might want to report it as bug (unless someone else knows otherwise)

HOLD ON: UPDATE:

Seems can move them where you want as long as select the 'I want to choose which groups can see this item.', if you do not then cannot place where want and will remain as a 'top level item'

Still reckon a bug though ?
