Turning site on through phpmyadmin

My forum is being transferred to a new server so is currently offline. How can I turn it back on through phpmyadmin on the new server so I know it will be up and running at its new home?

update core_sys_conf_settings set conf_value = 1 where conf_key = 'site_online'

and then you'll need to delete the content of the datastore directory to trigger the datastore rebuild
