Custom time option

The new 4.1.12 brought the customization of dates, which was a feature we needed, however we still need IPS to have an option to customize the time format and not rely on the locale.

Could you please explain specifically what you're trying to do? You can translate HH:MM as of 4.1.13, is that sufficient or is there more to your request?

Currently the time in our forum is like: 13:35

We want it to be like: 13h35min

So we need the ability to add characters.
