This plugin will create a new topic every time a user reports something.

Settings:

• Topic Title
• Topic content, with multiple custom variables
• Increment author content count
• Forum (where to create the topic)
• Groups (users that will have a topic created when they report something)

This looks quite good, it reminds me of the old "Reports as topics" modification I used to use many many years ago on the 2x series.
