Default editor

When using the IPB4 demo board I noticed somewhere in the acp you could change what editor (for people making posts) and you could also add custom buttons to the editors tool bar. I've hunted all around the acp in my new IPB 4 install and cant find it? Any idea where it's hiding from me!? lol
