Add header text to block?

Hello i am new to this. How do I add header text to custom blocks in ipb 4.1.4.1

Im trying to add header text like the side block that says member statistics.

I'm kind of new at this, I created a custom block and located it at the bottom of my page.  Where in templates should this code be placed?
