Disabling memcached and/or the option "Cache page output for guests" solved this. So, caching appears to be broken in 4.1.4. Or is there anything I'm missing (any command I need to run etc.)? I found as a workaround, Redis cache also allows guest page cache without throwing the EX2 error using memcache. I figured it was easier to just switch to that than deal with this until it's fixed.
