How To Change Order Of Tabs In Top Nav Bar?

How do I change the order of the tabs around? It keep trying and it doesn't seem to want to place the Forum tab first from the left.

ACP - Applications.... Left reorder tab (light color) Move applications to desired order.

Or use the menu area if you are using the latest IPS.
