Maximum result number must be AT LEAST 1 not 0 like in your settings.

its 5 not 0, anyways what's the different ? and there is no box for writing .. 

You can create a body of new announcement in two ways:

1. Top right - Create>Announcement

2. ModCP>Announcements

This should cover all questions.
