Add additional groups to 'Pages' permissions

Your standard groups are Admind, Mods, Members, and Guests.

How do you add additional group(s) to this list?

For example I want to add new group called VIP to give them certain permissions

Member groups are global. So when you add a new group in the ACP (Members → Groups), this group will be be available everywhere group permissions can be set, including Pages databases.

i was wondering also if a permission can be added,

in my example i cant seem to find anyway to control guests comments on blogs! (observed on 4.0.11)

i can prevent members from responding, but not guests; the permission and or settings isn't there for guests group,
