Is it possible to create an album under a gallery without uploading pictures?

I did not create the album when I uploaded the pictures and want them in an album, therefore, I was hoping I could create an album and move them.

For now you need to upload at least one image first to create an album .. there are plans to change this in a later stage of IPS4 ..

So, after creating that album you can remove that image and start moving all the rest to that album ..
