After test upgrade, pages is offline

Not sure what to do here because in previous versions I uninstalled the app which borked and gave a name like _CMS something

Here if I uninstall I can t re-upload anything because the uploader only accepts .tars

Here the app is offline and I can t figure out how to turn it online

any clues?
