How do you change your whole site to use HTTPS?

I used a htaccess redirect but my IPS install is still loading resources (css,js etc) from http, I can not find a setting to turn on HTTPS for a whole site only logins.

Edit your site link in the conf_global.php (which should be in your ips root install) to use https instead of http
