Admin Tips Cleanup

I don't know about anyone else, but I find the 'moved topic' links in the Administrative Tips forum to make it messy.

It would be far cleaner by removing the redirects to questions and other non-tips topics and keeping the real topics containing tips in there. I think this would help it to be the one raw forum full of tips instead of dodging all the topics where the person didn't know the right forum to post in.
