Auto Follow Topic to receive Notifications

hello their,
i have a question, title might tell you what i need. i want to make, follow this topic default.
means when user creates or replies a topic, it is followed by default so that, they can get email
notification for the replies.
i have looked but couldn't find how to do it.
Please can anyone explain this to me??

My control panel → Settings → Notification Options → Topics & Posts "Auto follow topics I reply to".

but i want to set it for every member. and should be default.
so when they create topic, they should be automatically subscribed & receive notifications by email.

In my own personal experience, it is not really a good idea to force that to happen. People get angry at spam emails from websites if they do not wish to be subscribed to topics etc.

But he can talk not only about the e-mail but also internal notifications :)
