Announcement ordering

I saw this in a support topic and then I thought it might be useful for some communities to be able to easily re-order multiple announcements.

I was sort of thinking of a drag option in Manage Announcements so you could re-order them, potentially useful for where multiple ones are shown in one (or all) forums.
