We have some big plans for the language manager, but I can't guarantee they will make it into 3.2.

We have someone who has offered to assist us with the RTL skin when we reach beta phases, so that will receive some attention, no worries there.

As for duplicate strings, unfortunately it's not possible to completely remove all of them. Sometimes a word that is the same throughout IPB in English may be different when used in different contexts in other languages. I can't pull specific examples off the top of my head I'm afraid, but we've received bug reports about this in the past, so when a string is used in different places we try to give different language keys for it so that all languages can ensure it shows properly for them.

The other suggestions I agree with and are on our plate.

Great with the plans for language manager.

I agree that different languages uses strings differently. And it gets more complicated with tense and plurality. This is the case for quite a few strings in the translation that I have made.
