If you want to optimize also posts and topics table try running manually an optimize query on the table alone from phpMyAdmin or another tool and see how much time it needs to complete, if the time is about a bunch of seconds (like 15-20 at max) you can safely leave the skip setting disabled. [*]With the board offline the optimization process is a bit faster because most of the tables are not accessed while in offline mode [*]There isn't really a good value.. it depends from the number of posts you have BUT also from your server configuration. I would already enable it around 100-150k posts thought.
