Suggestion: Collapsible Forum Rules?

I like the ability to put rules at the top of my forums, but it would be nice if my users could collapse them. Maybe something like that spiffy new announcement on the board index here? How it disappears for a few days and then comes back.

What you see on the main index of this board is a skin edit that IPS did for a specific purpose. The hook that DawPi linked to is to alter the behavior of the rules you can set for individual forums (via the ACP).
