Will ipb 3.1.0 support UTF8 as default?

Correct me if I'm mistaken, but I believe it already does...

Yes it does, you can also go a bit further and configure this in conf_global

Here is the switch to add

$INFO['sql_charset'] = 'utf8';

Only thing to note is make sure your Database is actually in UTF other wise its almost pointless

IPB fully supports UTF-8.
