If I send a bulk mail, is it possible to set that , say, 40 emails would be sent in every 15 minutes?
So 160 would be sent in one hour.

Bulk mail is sent dynamically and the speed it is sent out is based on the amount of activity on your board. The more activity your board gets, the sooner all bulk mail is sent out. This is done to lower the load per cycle of sending and to ensure that those without a real cron manager can still have the task performed.
