You have to have an active support contract (i.e be a member of the +Active Customers group) to have access to the Beta.
I am unaware of any exceptions to this rule, but for the definitive answer you should file a Support ticket in your client area.
Someone from Staff may answer here.

You must have a license for IP.Board in order to download the software. We do not publicly release test copies of the software, however we do allow you to create an online demo.

If you have access to the board softwere you have access to the beta's. no "support" contract needed. i have access to the betas in my client center (pepetual licence holder) ;)
