ACP Problem

Alright well I recently RE-Installed my IPB 2.3.1 files, and now when I try to login it takes me to a new window asking me to enter my username and password to login to Admin Control Panel. But any password I use it wont let me in. I also have another admin on the forums but im Root Admin. Please help me.
