you have to set a max serverload in your ACP

This usually happens due to certain settings, usually the root can get it whilst the accounts under such as yours does not have access to the function; only cpanel(with WHM exception) itself can see it for your account.

For the server load to show up, a max server load has to be set in the ACP.

Afterwards, try updating your system cache if it still shows --

How do you determine the max server load ?

I believe it's under "General Configuration" in the ACP.

It is under 'CPU Saving & Optimization' in Tools & Settings.
