when i downloaded the PB1 for blog there was just files and no instructions. i assume its the same way for the gallery... so how do i upgrade?

I'm sure its similar to the normal proceedure. Upload all files into the appropriate locations and then access the gallery/blog_setup directory, log in and upgrade. Someone else might want to confirm, though, as I've not upgraded myself.

Are there any issues running the board unencoded with the blog encoded?

Will there be a problem upgrading the Forum to 2.2, and keeping the Gallery and Blog at v2.07 and v1.2.2 respectively, or are they going to break horribly ?

They won't break, but they won't be compatible.
