What I would suggest doing is add a single line text box with type-ahead with an "Add" thing and add it to a multi-select list box thing. That popup window really doesnt match stuff... The problem with allowing the ability to PM everyone in a member group is it would make it easier for spammers to span your members. It would be crazy let any one person, including an Admin, to PM 7000+ members. That's just nuts. If you wanted to send members a message, you could use the bulk mail feature.
