Recommended registration settings still going through admin validation

I set -

"Allow new registrations?" to Yes, with quick registration (Recommended)

"Validation method for new accounts" to Email validation (Recommended)

but still see new registrations still coming up for Admin validation with an email notification to Admin.

2 users and timezones:

User 1: New York

User 2: Kolkata, India

 

The above settings are defaults and not changed. Should I change the "Action to take for 1/4" to "Allow user to register as normal"?

The default for Action to take for 1/4 has always been Allow user to register as normal. Typically, you would only change that if you going through a spam attack, so yes setting it back to that is recommended.
