Other areas which may cause issues are clearing your datastore folder, and constants.php. It wants to load the css from https://media.roportal.ro/forum/uploads/css_built_1/341e4a57816af3ba440d891ca87450ff_framework.css.95bdd92510844c9191e0bd32f5a7d887.css?v=28dbe6c00b but that subdomain is no longer active.
