Club header and Start New Topic button

Hello, now I have to create 20 thread for different members, I found some improvements would be nice if ips can add it. 

1. Place Start Topic button into the header area. 

2. Let us choose have clubs header sticky. 

3. Remove Start Topic button position from current position. 

By now is tricky start topic, then click on the tab (and 2 times because first is open the tab, then second is opening the forum), then click on the Start Topic button....

Correction, only sticky the tabs Menu + admin tool button area
