Making Announcement Text Larger

I looked for about 2 hours in themes etc... and I could not find how to edit this.

I wanted to make the Font on Announcement (on above page content) larger.

Can someone please help me, thank you

You'd need to supply some custom CSS in your theme's custom.css. There's not a separate setting for this.
