[Paid] Dupe Topic Check plugin

Hey,

Is it possible to make a plugin that will check content integrity for dupe post when posting?

For example : 
User 'A' posts a topic
User 'B' tries to post the same topic. Is it possible to make a plugin that will check for matching content automatically when a user clicks on post topic and if the content match is 75%+ or something it will give an error with a link to the matched topic and an option to post the topic still if the user wanted?

This will check the title on submission and works in whole suite, not only Forums.
