Uncaught error; IP.Downloads; Create forum topic settings

When adjusting the setting to create a topic when a file is submitted in IP.Downloads, there's no validation check to ensure the user has actually selected a forum (which is required), so it throws an exception here instead.

Thanks, I've submitted a patch for this which should get rolled into a future release (likely 4.5).
