I have an individual who seems to be targetting others with specific Reactions regardless of the post, and I want to prevent this person from giving others reactions without moving them to another group to do so.

He warned him that he was violating good community relations. And if he continues to do so, he will be removed from the community for a week, a month or forever. Thank him for your understanding by letting him know that his motives and feelings are not of interest to this community.
