Database upload documentation?

Where can I read more about the "Upload Database" option? It expects XML, but what, exactly is it looking for?

Also, more generally, am I able to upload records? Or just the infrastructure (categories, fields, etc)?

You can only upload the structure.

The uploaded XML should be what is exported from the Databases area. In other words, you could work on a database on a development site, create the fields you want, etc. and then export that database and import it into your live site. I would not try to manually create the XML based on a defined structure.
