Newsletter Signup block not showing up

Tried to drag the Newsletter Signup block to my community, tried different pages. It comes in, I edit it, I exit and it's gone. It does not stay visible on the front end.

Thoughts?

It shows for guests only.

Newsletter won’t appear to you if you already signed it.

If you want to make it appear to you again, just uncheck the following in Notifications Settings:
