How to make this article box?

Hello,

I'm noob in the Invision..

I'm wondering how to make this message box in the main page for the website

For message box ①, I know that I can make it from WYSIWYG editor in Block manager.

but for message box ②, I cannot find the way how to make it. (like a custom background color and border line option)

How can I make that custom message box? is there any plugin or application?

That looks like an Announcement.  Go to ModCP and create a new announcement.  

You can also check out Notices by @Fosters in the Marketplace which has more functions.
